Elite assassination mission targets are now Cobras?

I've been trying out my new twin PA Vulture and in an effort to find entertaining targets I've taken a few assassination missions over the last few days. With the exception of a python, the targets have all been Cobra MkIIIs. Not particularly terrifying ones either. They're Elite missions, paying around 2 million credits each and until recently they'd be always either Anacondas or Corvettes (possible a rare Clipper in there).

Ironically, one of them had a "hostile ships are gonna git ya!" update and they were all reasonably tough Anacondas. I didn't find out what the actual target was since one of the condas dropped into the mission USS at the same time as me and by the time I killed it, the 'mission has failed', for some reason.

So, anyone else seeing this? Is it a bug from the last patch, or behaving as expected?
 
Targets are generally based on the mission payout amount.

Cobras are common in low paying versions and "Kill GENERAL So and So" missions. Pythons tend to be the target for those that pay around 1.5 million or so CR. Threat Level 4 Corvettes are the norm for missions that pay around 2 million CR.

Aye, I know. Which is why I'm asking why I'm seeing weedy Cobras for these supposedly elite ranked 2 million credit+ missions...
 
I'm rated Master and have been taking various assassination missions ranked Master through Elite. Haven't seen any Cobras but one or two targets for the lower paying missions (2 million Cr or so) were in Vultures. The majority have been Anacondas or Corvettes. Most of these missions were for the same faction with whom I'm trying to gain favour for a permit, so perhaps reputation has more of a bearing. Last time I checked I was right on the limit between Cordial and Friendly with this faction.
 
Venerable Generals can spawn in pretty much any ship, while Terrorists and Pirate Lords follow the usual combat ship progression ending with Anacondas and Corvettes.

I wonder if that's what it is then - some of them have certainly been Venerable Generals. Thanks v much :)
