Did I read somewhere that there was going to be an Elite: Dangerous App to accompany the game? If so, has there been any details released about what its functions will be?

Yeah, it was in one of the newsletters but i dont think anything is known other then that they are working on it.
Most likely it will feature galnet news, pilot stats and maybe deelopment news and even the forum.
I would hope for some game interactivity but that might be stretching it a bit

I think pretty much every player will be screaming for a galactic map to be included on a tablet. It's a pretty obvious thing to add, and I'd be very surprised in FD haven't realised that themselves.
Taking that map out of the game and onto a tablet also makes the map itself so much more functional. Especially when you consider than the majority of the times you need to use the map, the game doesn't allow it. i.e. browsing the bulletin board or in hyperspace.

It's being released on iOS first, the newsletter seemed to suggest that would be in the coming weeks (and was therefore a few weeks ago already), which an Android app in development.
I'm actually a little disappointed they aren't also making a Windows 8 app. I have an android emulator on my surface pro, so it's not much of a big deal, but still.

Id love to be able to run the system screen and nav screen on a tablet, run one screen on each of two tablets would be even better.

It does seem like a somewhat odd move to me. It seems like so much focus has been given to the cockpit. To take an element out of the cockpit and put it on your phone seems to detract from the game as it has been described before.
However, I would love to have an app. Access the the galaxy/system map, GalNews and to double as power grid would be great.
