Cannot do engineer upgrade despite having the resources

Steps to Reproduce
When going to the 3-star upgrade, notice it says, "Insufficient resources," in red despite also showing that I have the resources available... Also, have uploaded a 1 min vid showing the bug here: https://youtu.be/v5eFtAD6dJQ

ok, i get it. I need to unlock higher level access to engineer.

Still, instead of saying "insufficient resources" I think it should say "insufficient access/priveleges" as it is misleading when I have all the resources. I know you could technically call engineer access a resource, but I think this is uneccesarily confusing.

Interested to see if you implement this so others may benefit.
