Elite Dangerous does not recognize my Steam Controller

I'm trying to get Elite working on my laptop while traveling. At home, I use a full HOTAS, but on the road, I am trying to use a Steam Controller + pedals. I'm using the Oculus version of the game. I tried adding Oculus Home, the Elite client, and the Elite launcher as shortcuts (non Steam game) within Steam. I just can't seem to get Elite to recognize the controller. I have read that Frontier has a steam controller profile, there are others out there, etc., but when I open up Steam BPM and go to Elite and customize my control config, I don't see any other profiles to download. Every list is empty other than the basic templates. If I customize anything myself, it still won't show up in the game.

The controller does work. I have it working in a couple of other games. Elite does recognize my Desktop config on the steam controller. As in, I can use the arrow keys, the mouse, etc., but not anything else.

How do I get this working with Oculus? I used to use the basic Launcher from Frontier (never had the Steam version of Elite), so when I bought my Rift, I had to download the Oculus version, so this is the version I've used since then and am currently using.
 
Yeah, I had a similar issue, but I am using the steam version. For some reason, to get the controller to work I must launch ED from Big Picture.
