I like Elite for his freedom and his huge universe map but nowadays it's not enough to interest the players.
The game really need a main framework of missions to do for the players, at least for many of them because they need a direction and action.
The current missions are too simple. However I like the idea that the missions affect the system factions.
So you can keep these basic missions for the system factions.
But you should rework the Naval missions.
These missions could be your main framework that lead the players into the conflict zones and in other factions for assassination missions (and pvp too). At some level these missions can give as reward a ship...
Many interesting things can be done with the Naval Missions and they shouldn't be depending on the basic missions.
They must be accessible at any stations with the allegiance and with a clearly different statement.
