I haven't tried this myself, but unless proven otherwise I believe the 'restock' command available anywhere you're docked with a facility that restocks munitions (and destroyed regular SRVs) should handle this like normal.

Appearing In Store:
  • Military, Tactical and Vibrant Paint Jobs will be coming out at a price of 620 ARX.
  • Midnight Black and Stygian will both be available to purchase at a price of 3250 ARX.

Military, Tactical and Vibrant paint will be available in store indefinitely.
Stygian and Midnight Black will be available for one week - you have until Thursday the 16th of December to get your Commander claws into those.

Head on over to the Elite Dangerous Store to check them out!

I have confirmed that restock works anywhere, not just military.

Just tried to buy the new black paint job for the Scorpion SRV before the 16th December expiry but can not seem to find them on the website store, can you only get them from in-game?

Hmm... in the webstore it's in the upper left corner for me, after clicking on the icon "Paintjobs"... 🤷‍♂️

But I guess I'll miss out on this one for now, gave the Scorpion a short testdrive but... well I guess it's not mine... at least right now.
And the turret gun is horrible slow and spraying around like a watering can...

that's the question, maybe @sallymorganmoore could clarify this. It sounds as if this is a one time deal (I'm also taking the wording of the marketing Facebook post into account here). Either buy Midnight Black and Stygian paintjobs now or you'll never be able to buy them for the Scorpion again. To be honest, it really wouldn't make much sense to turn those paintjobs into an "exclusive" one-chance-only deal, when you can purchase the same paintjobs for all other vehicles during their respective sale times every year.

Offering those rare and very well received paintjobs for the release of the new SRV now and then again later during their respective sale windows next year would be a very neat gesture.

Limiting those rare and very well received paintjobs to a "one-chance-only" deal would be...bad.
