Yes, now it is impossible. But can be it in the future?
I'm a happy user of the Steam Deck and Elite runs surprisingly well in it. Only the lack of an offline mode is a problem. May it be possible in the future?
They ruled this out in kickstarter however if the game was to be sunset, David Braben himself said that they would provide all needed for it to continue offline.
