yes they do this if you have unpaid fines, ie you come up as wanted when first scanned.
i trade with independent systems, stay out of fed ones.

I guess you are wanted sir. I get only hunted by feds and npc when i'm wanted. Not even when i'm smuggling goods.

There for a little Christmas present I say. Smuggling and a bounty on your head while trying to dock is very challenging :)

No bounties chaps. Pay them off as soon as. They just love pulling me, scanning me and saying on your way.... Now I simply submit and hit FDS straight away, minimum delay

I hardly ever get interdicted by player or npc. What are doing or have done that causes you to get interdicted so much?

Learn to avoid it, and I don't mean evading the interdiction, but avoid even allowing them to interdict you..... Do a Crazy Ivan
