Horizons Elite Horizons on Steam - a Little Confused

At the risk of sounding stupid; I'm a little confused by the Horizons Early Access offer on Steam.

Is this an expansion pack that requires Elite Dangerous to play? Steam doesn't seem to mention whether ED is required to play Horizons.

If it's stand alone, does it still contain all the ED galaxies, space stations, planets, economy, factions, ships etc?

Yes its the complete deal, if you buy horizons than you also get Elite Dangerous "season 1"

Thank you. I have ED which I brought some months ago, but I notice I get 25% off on Horizons for owning ED. Guess I'll have to go ahead and buy it

Have you see the steam Horizons forum? My word.. a more despicable and toxic place you'll never find.

They need a ton of extra mods to deal with that or lock the forums.
