Elite NPCs seem too common

Consider this. There are 300,000 pilots in the Pilots' Federation. About 9 are Elite. There are billions of NPCs. About 30,000 should be Elite, right? However, it seems like 20% are Elite instead of 0.003.

Eventually most players will be Elite. The ranking is only a measure of how many kills you've racked up.
