Engineers Elvira Martuuk unlocked without collecting Soontill Relics

As per the title, I've just received an invitation to visit this Engineer. Checking their page states I have fulfilled the initial contract of delivering three Soontill Relics... Except I haven't delivered any. Is this a bug, or has the requirement been removed for some reason? Any info appreciated. o7

Been happening with a few of the engies for a while now. Nothing from Frontier about it.

Some engineers spontaneously unlocking on PC is a bug that has been there probably for as long as there have been engineers. There have been about a million reports about it, it has been acknowledged by fdev many times, but still there has not been a fix.
