Emergency DC disconnect grace period

There are people who enjoy causing Players problems by ramming large vessels that are under the control of the Standard Docking Computer. These large vessels are easy to recognise as they are travelling at speeds in excess of 100m/s (which the Station Flight Controllers are prepared to allow, whereas Players have to observe the 100m/s limit). If the target vessel is merely rammed the Suicidewinder blows up, but nothing else happens. In order to overcome this the person flying the Suicidewinder opens fire on the victim vessel just before impact. This causes the DC to instantly disconnect, handing back control and all responsibilities to the Player. If the victim vessel is travelling over 100m/s (it almost certainly will be) at the moment of impact the Player will be deemed to be speeding, and liable to all of the consequences of this. This has resulted in the past of their vessels being destroyed by the Station defences, and a hefty REBUY.

I think I have a simple suggestion to overcome this. Insert a short time delay between the DC emergency disconnect and the Player assuming responsibility for the handling of their vessel (manual disconnect, by the Player changing the throttle settings, would not be covered by this grace period). By this I mean that, although they can navigate their vessel the moment the DC hands back control, there would be a period of, say, 5 - 10 seconds before the Station assigns ship handling responsibilities to that Player. This should give the Player enough time to bring their vessels' speed to below 100m/s. If a Suicidewinder person fired on and then impacted a victim vessel, because of this delay all that should happen is that the Suicidewinder would blow up.
