None that we as a player can make ourself. It's only sold by High Tech/Refinery ports in a 30ly radius around the Akhenaten system.

It's one of those commodities I call "semi-rare". Worth stocking on the carrier if one plans surface construction. Perhaps for selling to other architects even if you are not. I used to have a cottage industry selling semi-rares and mission reward commodities for Tech Broker unlocks.

These should be produced by Industrial stations, outposts and even settlements. It's not like emergency power cells are exotic technology
