Emission (Data) Scanning Ships (Neutral vs Allied)?

I'm trying to unlock Tiana Fortune so I need to donate 50 x "Decoded Emission Data" (DED). Basic investigation says I can get these by scanning military ships (Python, Anaconda, etc) in CZ's or HazRes areas. I had about 18 of these that had accumulated over the life of my account. (Never needed them and usually trim my Data to about 20 units each when necessary)...

So I spent 4-5 hours in a local CZ (my home system is in Civil War) and NEVER accumulated any more "DED". I started by coming in neutral and scanning everybody (esp the larger military ships). That not resulting in anything, I just started declaring and collecting combat bonds (might as well get SOMETHING accomplished). But still, no DED...

So, after a while, I flew off to a HazRes a couple of jumps away. Flew around there scanning ships, eventually took a few bounties, but still NO DED!

I did read somewhere that someone thought allied ships MIGHT not be a good source for scanned data. (I was Allied with BOTH sides in my local CZ, but NONE in the HazRes...) So, I flew off to another CZ a couple of jumps away. As it worked out I was friendly or allied with one of the factions but not the other. Played/scanned for a while, but again, NO DED!

I spent enough time in multiple CZ's to +1 my combat rank (and +1 my SLF NPC) but absolutely NO DED! So my question is this:

* Does the scanning (targeting) of allied ships actually result in a complete loss (or decrease) of data emissions? I notice that when I target/scan an allied ship, I get back the ship info instantly. However, when I target/scan a neutral/unrelated ship I get the spinning scan icon until the info is resolved. Could it be that the ability to gain scanned data emissions is somehow dependent on the "spinning icon" process?

TLDR: Are we better off scanning "unrelated" ships if we are looking for data emissions?

You won't get any data from allied ships as they automatically provide you their info when targeted, as you've noticed. I feel your pain with this though, went through it myself a couple of weeks ago. The way I got them was to scan everything (not just combat ships, got some from Sidewinders) at stations and while travelling in SC in non-allied systems. Scanning pirates in a HighRes (so you can scan the security ships too) also helps, again in a non-allied system.
