Not sure if anyone mentioned it, but I'm going to anyway. Your problem with the Empire is slavery, but they don't actually permit real slavery (The slave commodity is still illegal in Imperial systems). They have Imperial Slavery which is actually just a fancy version of indentured servitude. When Imperials go into debt, the socially acceptable (but not required) thing to do is to put yourself into Imperial Slavery until your debt is paid off.
