Empire navy missions where am I going wrong

Hi guys,

I worked my way to baron in 2.4 and thought now is the time to grind to duke.
I’m doing missions in 2 pairs of systems where I’m allied to all the empire factions. I reached the 100% to viscount in no time and thought I’d carry on till a navy mission appears. Literally dozens of runs later and I haven’t seen a single mission! Going by the speed I reached the first 100% I recon my percentage points have reached duke already! All I need is 5 navy missions but I can’t find them anywhere.
The systems are at war/civil war and have at least 4 empire factions each.
Any ideas what I can do?

Travel to other systems to see if the missions are spawning there. When I was ranking up, the places where I gained the rank never spawned the actual rank up missions, and I had to go hunting for them.
