Empire Rank goes down over time? Or a bug?

Hi guys last night my Empire REP was at 100%
But today it went down to 99% other times it went as low as 96%

Is this a bug?

Thank you in advance for any Help or Advice.

It is not your rank - it is your reputation with them. Once allied, over time your reputation will reduce when you are not doing "stuff" in Empire space but it never goes below 75% I think. Your Fed standing is below 75% so you must never have been allied with them.

Your rank never reduces, once a Duke always at least a Duke.

No haven't been Allied with them yet. Can you be allied with all Super Powers? Just curious.
