anyone know why empire rank missions are not spawning im at ziegel dock with 5 empire contacts and been board flipping for over 2 hours and nothing

are you sure you're not at 99.9%? If you are it will show as 100% on your panel even though you are short. This happened to me once and someone pointed out the above--I did a couple more data missions and the rank mission popped right up shortly after.
im at 100 its not right i have never had this problem
The problem is the game sometimes rounds up - it says 100% but you're really very, very slightly under. Do a couple more data missions and see what happens.

You're definitely considered "Allied" with at least one or more empire factions, yes? Also don't stop waiting for the rank up naval mission to appear; keep going as you'll be adding to the next tier and at higher levels, you'll want to take advantage of every opportunity.

Many. The last two tiers, Earl and Marquis are mid 400's and mid 600 odd missions respectively; it varies based on minor rng on individual mission gain. From Knight to Baron is a few hundred IIRC? It's been a while so please consider that at best an estimate, but the last two rank unlocks (for either navy) are fairly full on; Baron is a good starting point though and that'll give you access to Clipper, which is a darn fine ship.
If you want to shoot for Cutter, prepare yourself. From your current rank, it's a lot of missions. Cutter is worth all the pain, though.

The ranking missions don't spawn everywhere, some stations won't spawn them at all. If you are due such a mission, I find that the best way to find it is to go on a tour of local spacestations until it pops up.

I did get my Duke ranking mission yesterday evening (UTC) from Wu Gunagi... It was a smuggling mission. Usually I don't take the risk, but I was so impatient to finish this once and for all so I made an exception for this time. And it was funny to do something else than data hauling
