empire rank stuck

i'm working on my empire rank latly. i've noticed today that its been stuck on Earl 48%. even after four donations it didnt move?
bug? usually each donation gave me 1% IIRC

Not sure where earl is on empire ranks but on baron level 20k cr donated is 1%.

Odd I am also working on Empire rank and on Earl, started at 12% this week and now on 62%. Seems quicker to rank up when using Powerplay.
Know you need more money from donation to effect rank on high ranks.
