Empire rank up mission

So I finally get my Empire Naval Ascension mission....the standard go to system X, kill person Y.

Well, I've been flying around this system for over an hour, I've jumped in and out of the various xSS, had to jump out of system once and yet, the target has not shown up. This is going from Lord to Baron.

I only have another 3hrs to try and kill this guy before the missions fails. Am I missing something, should I be doing something in particular?

It's a little bit frustrating as I had been grinding Empire rep to be able to rank up and get the Clipper. I'd hate to think I'd have to do it again. :(
 
Right now it's the Clipper I'm looking to play around with, but I do want to get the ranks as well. But from the reading I've done now, there is suggestions that the progression is borked since 1.3.
 
Okay, not an issue now. I travelled to another system, got a second combat rank up mission and one to deliver 4 cargo in system. And I didn't even have to hunt the cargo down.... :D
 
No, not borked. Just a marked up-swing or rather an over-adjustment between 1.2 and 1.3.

It was much easier in 1.2 to get rank. Not in my experience, but many claimed to get through the ranks in a weekend or less of play.

It took me weeks of mission grinding to get mine (for each maj. faction) and it seemed fair considering what I received in return (system permits and a couple of ships I never purchased as I found out they weren't really worth the trouble, for me at least).

However, had I just started out in 1.3, I wouldn't even bother. The response to the vocal minority on the subject has resulted in a heavy handed, knee jerk reaction that didn't affect those complaining one bit. The complainers already have their rank and were pretty much ensuring that their e-peen would never be challenged by new players.

It might get another swing back in the right direction, but for now there really isn't much reward for the effort it requires. So, if you need the grind for something to do go for it. Otherwise, find something else in the game you enjoy grinding.

Oh, and buy that Clipper now if you can afford it. Let it sit in the station until you can afford to outfit it. I missed out on the Anaconda sale and that's been a minor regret of mine since i could have purchased it and built it up afterwards.
 
I'd already done the grind and got the missions, it's just that the mission I had to start with was borked. But I wanted the Clipper to play with specifically.
