Newcomer / Intro Empire ranking + server issues (?)

Hello there,

I recently moved to the Empire zone in order to a more exciting experience of the game and maybe rank up to get a Clipper.
Recently means something like 2 weeks ago, I started playing in December but I don't have that much time to play... so I still consider myself as a happy newbie

I've got the 'Master' rank for a few days now but never saw an invitation to get the permit to Achenar, and the permit just doesn't show in my right panel.
I do quite alot missions in order to rank up with any Empire-related faction in the 'green zone' I'm securing for my trades so I think I just should have been invited to Achenar on any BB I frequently browse.
Today I completed another naval mission but the rank did not move to 'Squire'.

I experienced alot of connection issues yesterday (like a good little game freeze when leaving hyperdrive, letting you pray not to eat the star and ruin the ship + the cargo ) but not this evening actually, so I guess it was not related to anything else than a busy sunday afternoon.
Still I'm not comfortable about understanding how the game server does respond and update things like my ranking issue.

When you reach the rank AFTER the one that would allow a permit "mission" to appear, you automatically get the permit regardless. They put that patch in to fix the bug with the permits being unavailable.
Sometimes exiting to main menu and restarting fixes status type issues of all sorts, they can be slow to update and this forces a refresh

Permit still not showing, Master rank confirmed but what else, next naval mission proposed is to kill general B instead of general A I already killed, will report afterwards but this looks buggy.

Genral B killed and went Squire.
I suppose this just happens
