Empire system wanted for levelling with lots of get resource missions

Priva, Oxossi, Beta-1 Tucanae, Cemiess, Dvorsi.These are the systems where I made my bones.
My findings:
Started out at Vequess and Cemiess, then found a better place after patron's principles gave me the summerland permit.
Better place where i got the Facece permit:
Segoveduwa have lots of missions to Faust 68 and back. You can pick up the agricultural things at ltt 9810 for both stations missions.
Im just about to become Earl for doing missions for them, but still no Achenar permit, anybody remember wher to do missions to get it? Achenar is mostly Empire League , thats why i went to Segoveduwa, but even though im already allied with them, no permit. Just the Facece one.

That is also my home system per say. I am now an Earl with the Empire got both my Achanar and Facece permit. I got my Achanar permit fairly early on via Empire Group if I remember correctly. Will be working my way toward Summerland permit soon.
if you are an earl you should already have the 3 permits.
I don't think you will be offered any more missions until they add something after earl.

The permits are based on different factions, so if the permit requiring world's main faction is patron's principles then you most likely get it for doing a lot of missions and allying with patron's principles in a different system , like vequess for summerland as an example. This is why i dont understand why i dont have the Achenar one.
The avalon system has 2 great high tech stations too. Noctilux has everything needed for an A class Asp.

I got all of the permits and promotions at sorbago.
