Encountered CMDR on my block list

My block list is less than one page and only contains known cheaters. I still encounter cmdrs on my blocklist. Its rare but does happen. The conditions for that:
1. we share a friend
2. that friend is winged with me or the guy on my block list

My question is about #2, is the wing a requirement or just for all 3 of us to be available for instancing?
 
When you say "known cheaters", is there a list of confirmed cheaters somewhere, or are they just players who's game style you don't like or, perhaps, appear to have uber-engineered ships which makes it looks like they're cheating?

With respect to your question, if you have a commander blocked and someone in your wing/friend list hasn't, then there is a chance you'll see that blocked commander. There are others on this forum who will, no doubt, correct me on this but the essence is that blocking a commander does not guarantee not seeing them at all. :)

Most of them I found on YT doing impossible things, like soaking up station fire for 20 minutes with no damage. The guy I blocked recently was in a Vette and he outran my wingmate doing 600 m/s
 
The answer is that it's a little more complicated. Instancing is some woodoo magic that considers lots of variables and values like location, bandwidth, friendlist, blocklist, winging and much more. Frequently, the instancing system has errors such as wingmates not getting instanced or in your case, blocked players getting instanced.
However, there do is a priority system behind it which usually values insatncing higher than de-instancing. Meaning if player A blocked player C and is winged with player B but palyer B has not blocked player C and is currently instanced with player C, then player A will be instanced with player B and C upon dropping into player B's instance (for instance by navlocking).
