I was nosing around a ship wreckage site and i found encrypted data. How can they be used?

You need to have Horizons, of course, and have to unlock an appropriate engineer.

I think encrypted data may be something you can actually sell.

I meant the encoded data that charged up into my inventory while inspecting a wreckage site
Yes, then it's data for engineers, not for sale.
Look into your data storage in your inventory and find out how exactly it is called (there are many types and rarities of those) and you can use the link I posted to check what can be done with it, provided you have gained an access to appropriate engineer.
So, if I don't have horizons, it's useless?
Yes, I'm afraid. 
Even if you never intend to get Horizons, it's worth holding onto at least a few of each type of data and material. There has been at least one CG recently that requested some types of data and materials, so there are likely to be more at later dates.
And if you do later get Horizons, you will already have a head start.
But you will quickly find that 1000 materials and 500 data don't take very long to fill.
