Most of the original articles have been taken directly from the First Encounters mission files and the FFE Journals (I decoded them into text files many years ago).
There are also articles from Elite and now some newer ones from ED.

I may have added a little embellishment here and there, but Nothing is made up.
Everything in the Encyclopaedia actually exists in the Elite Universe, even the 'death race' for example is 'real' because it actually happened (I took part).

So yeah, The Encyclopaedia can be considered as canon.
