Newcomer / Intro Enemies - do they increase in rank?

Playing the game in the past, enemy pilots clearly 'ranked up' according to your own level
Is it the same for 'on foot' enemies....?

The more chevrons, the higher 'level' they are. I don't know if there are names for the grades. That's about all I know. Some are certainly much tougher than others.
