Newcomer / Intro Enemies - Red, Yellow and Grey

Occasionally when I'm sneaking around an enemy settlement I'll see RED and YELLOW chevrons blinking on and off on my radar, betraying their position
What makes them blink? Is it movement? RND? Anything I did?
Is there anything I can do to increase the frequency of the blinks ...?

I think it just means you haven't scanned them, but they are close enough to appear on radar anyway.

Yep, if you haven't scanned an NPC they only appear on your radar when they're in line of sight.
