Enemies scaling with your ranks ?

Is it that way because I´ve been chillin all day in an RES and have faced nothing bigger then a Cobra or is it system security related ? I was wondering after I saw some videos of Condas roaming a RES.
I wont complain because farming those +20k Cobra`s adds up pretty fast but its getting dull after a while...
I´m Novice in Combat Rank btw and the System is Indipendent low pop one.

I think it is random. While happily trying to rank up in the Empire, in some half-baked Cobra with un-optimised gear, I got jumped by an Elite Dropship in one of those USS instances, that turned the usual comfy-chair gunning, into a game of running.
 
I had been wondering about scaling, too. I'm still harmless but many of the enemies I encounter seems far too easy, which makes me wonder what they got their "Wanted" status for in the first place. Parking ticket maybe?

Skyrim scaled their enemies as far as I remember. It just seemed very off and unrealisitc. And it also makes you wonder what the point of leveling is then. I'm glad ED doesn't have any of that. But more realistic and serious enemies would be nice. If you realize you are outmatched, you still can always run (if FSD charges fast enough).
 
I personally think there should be no scaling based on your rank, but should based on your bounty. However' fair's fair, bounty hunters can't be left off the hook and I would suggest criminal organisations placing contracts out on bounty hunters and the same mechanic applied. In short, the two main combat based professions will see scaling. Miners, traders & explorers - not so much. Just a thought.
 
Its very random.

I get the occasional 100k Conda or 90K Python.

Sometimes a 40K ASP or a 22K Viper or a 15K MKIII

The bulk of it is Adders and Winders and MKIIIs that are all below 5K

It's random, but I think the pirate rate of spawn is tied to the security level. They also seems to spawn at your location, I was at RES last night, was just finishing up so I pointed my ship towards empty sky and was mucking arround int the galaxy map for a few minutes.

I got interupted when an Expert Pirate Clipper jumped in on me, was about 100km from the RES nav point at the time. Killed him, then some police arrived shortly (Apparrently looking for coffee and donuts, there wasn't anything else arround). Then a Dangerous Anaconda just showed up out of nowhere - which with the assistance of the cops on there lunch break I managed to bag. 10 minutes and 100k in bounties because of the spawning rules.

Which was great because I'd spent the last 20 minutes killing nothing but novice sideys and the occasional adder for a measly 12k.
