Enemies stalling and not jumping at end of CZ

Anyone else seeing enemies that just stall (come to a complete stop) when their side loses a CZ....instead of doing the jump out like they are supposed to?

I've done about 12 CZ's in the last 24 hour period and at the end of all of them some (not all) of the opponents on the losing side just stop dead in space and are free targets. No, I'm not talking enemies that are so banged up that they have no FSD or thrusters....just ships that should be able to jump away but for whatever reason don't. One of the CZ's had 8 ships like this that just sat around waiting to be blown up at the end of the CZ.

Asking here because I couldn't find anything in the issue tracker and wondering if it is just me that this is happening to.
 
Here is a video that shows what I'm talking about. It starts just after the CZ ended and a handful of the enemies did jump away, this shows the remaining 5 or 6 that stopped dead in space and just sat there waiting to be blown up. I cycle through their modules to show that none of them are destroyed, and for many of the ships....all are at 100%.

I encountered a random FAS in a HazRes just sitting there doing nothing. And even after I start shooting, it barely accelerated and just kind of meandered around before exploding. Might be connected.
 
Seems like something is wonky with the enemy AI scripts. I noticed CZ enemies seem more inclined to run away during battle then they used to since the patch last week, so I'm guessing they did fiddle with AI a bit.
