I think I need some clarification on this. I know the main purpose is that it opens up the freedom to attack opposing powers in any system without receiving a bounty. What I don't really get is...why even bother? As far as I can tell, there is no benefit from killing these ships. I was in a expansion system and came across an enemy ship and killed it. I figured I should get a merit for it since they obviously represented an opposition to our power's attempt to control the system. So why bupkiss? Why not even some kind of token monetary reward from my power for killing one of its enemies? I mean, why bother at all with the whole hostile mechanic if there is absolutely no benefit and only risk? If you are just looking to rank up, there's a bazillion other ships in a RES or CZ in a confined area for that, so I don't see that as an excuse. Seriously, am I missing something here? As a bounty hunter, I would love to just go out and hunt enemy ships in the wild instead of just being limited to stupid crime sweeps. Why can't I do that? Make it worth my while? Geez.
