To unlock the engineer Hera Tani do I first need to unlock Liz Ryder? I have achieved the correct Federation status that should unlock an invite from HT but had nothing?

Hera is Imperial not Fed. https://elite-dangerous.fandom.com/wiki/Hera_Tani. yes you do need grade 4 access with liz

My bad I should of said Empire, ah ok so you have to unlock the engineers in a sequence, thanks for clarifying.
