Engineer levels frozen at lvl 1

No matter how many times I purchase Level 1 upgrades at any engineer (4x so far) I can't get Level 2 module access (still grayed out). Please help with specifics:
  • I have level 4 or 5 reputation with each engineer, so that's not the problem
  • I have logged in and out multiple times, Solo and Open, multiple engineers
  • I have purchased every single upgrade for every module at Level 1 (all versions for each module)
  • In some cases I have purchased every upgrade for every Level 1 module twice
  • For example, Tod McQuinn, I purchased all of the different Level 1 upgrades for Cannon, Frag Cannon, Multi-Cannon, and Rail Gun and I'm still stuck on Level 1 upgrade, but my reputation with him is Level 4
Is there some subtle trick to the way you buy upgrades that I'm missing?
 
Only one suggestion: If you're using blueprints you can only upgrade to the levels you've unlocked. You can't progress engineering ranks when engineering remotely, you have to visit the engineer to do that.
 
Hi thanks, that's good advice. I have been trying to do all of this on site, there must be one small thing I'm doing wrong.
 
I have two thoughts:

One - It takes multiple "rolls" (i.e. clicking on the grade 1 (or whatever) upgrade) to unlock the next tier of upgrades, and there's some randomness to how many times you need to "roll" a grade 1 upgrade before grade 2 becomes accessible. So you may need to do a grade 1 upgrade on the same module two, three, four, or maybe more times on the same module before you unlock the next tier. Generally once you level up an engineer you need less "rolls" for each grade to max it out. If you're only clicking on grade one, one time on a module, then going to a different module, you'll probably not get access to grade two. When you do each roll, you should see the blue circles around the stat changes get closer and closer to going all the way around, and I think there's also a little bar that goes from left to right under the orange gear icons you click on for the grade.

Two - you may not have all the materials you need for the grade 2 upgrades. But if you've tried this across multiple modules at different engineers it seems unlikely that this is the case.

Also worth knowing - you don't need to max out the previous grade all the way before moving on to the next - click on the next grade as soon as it turns from gray to orange. This will save mats over the long run!

Tetra - Aha, I think that's the answer. I was taking the instructions literally: Buy each upgrade in each class to get to the next class. I had seen mention of "rolls" in other posts but now it makes sense. You're the first person to make this clear. I'll try it out. Many thanks!
 
generally, I think you need each “circle” on an upgrade above 80%-ish before the next grade unlocks, so a few “spins” should get you there at G1, a few more at G2, etc ... if you’re going for G5 then ideally NEVER max out a particular level, always move to the next one up as soon as it unlocks.

I've been doing the opposite. I get it to the top of that grade before going to the next one, especially if I have lots of that lower grade materials. Plus, the lower mats are easier to find and get more of when trading. I was under the assumption that the higher you go in the lower level, the less has to be done in the higher one. Of course, I could be wrong and it's hard to tell if that's actually the case. I'm pretty sure that's how it used to work when engineering first came in though.
 
Tetra - got it now, your advice was on the money. There's a narrow little progress bar above each mod that is barely visible. I needed two or three generations to get to the next mod unlock. Many thanks.
Also, what a pain in the rear end that you have to re-buy mod access for every new piece of equipment. That's bad game mechanics. But it's a minor gripe.
