Engineers engineer mod levels - consistency for higher mods compared to lower ones

when looking at the requirements for higher module upgrades i am kind of wondering

why are ingredients no longer needed for the higher grades?

so, what i read from it is that heat resistant ceramics are not needed for level3 and 5
heat exchangers are just needed for level 2 and 3 they might do the same just another way, but for me its just another ingredient for the same upgrade just bigger,

in my understanding the ingredients should not be totally random for each grade, for once geting hold of what ingredients are used for what ( e.g. heat exchangers for lower heat emission :) )

so, higher grades should just add new ingredients but not too much compared to the rank before and not completely exchange all ingredients, they can increase the required amounts easily to indicate their higher grade

does that make any sense to anyone ?
