Engineering 2.0 - Why are the negatives tiered

We are now in a situation where the positives of an engineering roll get better and better for every upgrade. It is a continual process. This is clean, clear to understand and easy to follow.

Why are the downsides of an upgrade tiered? Why can't they also follow a continual gradient from an un-engineered to fully engineered module?

I have seen the positive side of engineering. I like the positive side of engineering. I appreciate that the more that I put in, the better the result I get.
The downsides of an engineering upgrade seem unfair in comparison. Why does it hit a cliff edge at the start of each tier? As I embark on upgrading, I am immediately hit with a big negative impact and a small positive reward. I roll, re-roll and roll again to upgrade through this to the top of a tier before hitting another negative tier.

Why cant both the negative and positive percentage change involved with an engineering roll slide as I progress?

I don't have a problem with changing required materials as we progress through tiers but I am struggling to see why the negatives should be constant within a tier if the positives aren't.
