A couple weeks ago I unlocked felicity and went down to maia to get the meta alloy for her. I ended up getting about 1-3 light years extra jump range out of my, then, viper. I sold the viper and now I'm in my iCourier. If I want her to upgrade it too. Do I need to go get another meta alloy and start over again?

No you don't. You just need the material requirement for the 'roll'.

Also once you're accepted by the Engineer, Felicity in this case you need to work on your ranking with her to access the higher tiers of upgrades e.g. if you have the ingredients/materials for a Lvl5 FSD increased range upgrade you still won't be able to do that mod/upgrade until you've unlocked Felicity's ability to build lvl5 upgrades for you. In the case of most if not all engineers building lower tier upgrades helps this process along and often other activities will help too depending on the engineer. I've added this because it isn't obvious and the Engineers UI doesn't really explain much...
Unlocking an Engineer, being accepted by them and gaining their rank/reputation for higher lvl upgrades is permanent as far as I know.

As with weapons, you can spend two levels of their 'favor' to specifically pick an experimental effect. E.g. If you have level 5 access to Dweller, picking an experimental effect with one of his upgrades lowers your access to level 3. Of course you can build more upgrades with him to regain your access back to level 5 again.
