Ships Engineering reputation not increasing. Upgrade levels still locked.

I cannot get access to the higher grade upgrade, let alone the higher tier items. I have upgraded to the max permitted beam and pulse lasers, FDS, power plant, engines, cannons, shield generators, hull reinforcement, DSS. I have traveled 1600 LY since start and visited 1,550 systems. I made over 250,000,000 credits from exploration and made over 20million on one haul. Should I buy different modules I do not use and upgrade them through an engineer to get more reputation?

I scoured the forums and cannot find any definitive answer.

Remote engineering does not improve engineer rank. Yes, do more modules, you'll probably need them for more ships anyway.

What he said. Until you've ranked up with the engineer, do all engineering at his/her base.
