Engineers Engineering stuck at level 3

Initially I tried the remote engineering for grade 5 reinforced shields(Lei Chung). It however used up all my resources and rep to the engineer that maxes out on lvl three shields since I had both the lvl 3 blueprint and lvl 5 blue print pinned. Since then I flew back to the lvl three engineer9(Martuuk) and pinned a different blueprint(since you cant unpin one?). I have since gone through the process 3 more times with the lvl 5 shield generator engineer one remotely and 2 at his station. It stops at lvl three every time switches to check marks and says its already upgraded. I have wasted enough resources for at least upgrading three shield generators and about 8hrs of my life.

PlEASE HELP!

Martuuk can only do up to Grade 3. You need Lei Chung to do Grade 5. You also need enough rep with Lei Chung to do Grade 5 stuff. You need Grade 5 access with him (which you get by doing upgrades of any kind with him).

Also, REMOTE engineering will NOT give you rep increases. Don't use it until you're already Grade 5 with that engineer.
