General Engineer's Upgrading Skills

We've been using the Engineers in The Bubble for years.
Then Colonia was established & Engineers were found there.
The "Story" we were told was these Colonia Engineers would not be Grade 5 level
so we'd need to Train them in their skills, by using their services.

Now, a few years later, all but one of those Engineers have mastered 9-10 Skills to G5.
Mel Brandon is the only one not complete. He's G4 in his 9th skill.

Now look at the Engineers in the Bubble. They're still at the same skill level they were when they arrived.
1000's more have used the Bubble Engineers, compared to the Colonia ones.

Don't THEY deserve an Upgrade?

The Bubble engineers are stuck in their ways, whereas the Colonia engineers threw themselves into the black to strike out in a new region. They are eager to gain knowledge and the spark has not yet dimmed in their eyes from years of CMDRs saying "What do you mean I don't have enough materials, the UI says I have enough! What do you mean it's bugged?!"

G5 in that, too - it's just that there's no such thing as a G5 blueprint for that item, for some reason. But if there was, he could make them.

(Same way that Ram Tah can do G5 Lightweight Heatsink, but only G1 High-Capacity Heatsink)
