Enhanced Thrusters at Deciat

Do you need full access to the engineers to purchase the Enhanced thrusters?

I'm not doing any engineering so have no need to complete the access requirements (would still need Meta-Alloys) but would like a set of thrusters.

I can't say for sure as I took an MA with me the first time I went to see Felicity, but I know that once you have access to be able to land at Palin's base you can access outfitting and get the corrosion resistant racks prior to providing the fragments to fully unlock him, so I would have thought you should be able to. That said, should be pretty simple to get the MAs needed before you go to Deciat no?
 
You can't go to an engineer unless you have them unlocked and the station services will not be available until you give them the bribe donation... In this case the Meta Alloy.

Hum ... guess my memory is getting foggy - sure I was able to access Palin's Outfitting prior to giving him the final bribe of the fragments but ... Time for a slightly longer trip via Darnielle's Progress maybe?
 
If you fly to Maia, you can pickup the Meta Alloys at Darnielle's Progress. They will cost you about 107,000 each. Honestly, I don't know what your issues is with engineers but Felicity is one of the easiest to get and putting DD3 on those enhanced drives really wakes them up and raises the fun factor. Putting Grade 5 FSD enhancements on your ships really makes moving around the bubble or galaxy much easier and is well worth the trip, even from Colonia. She is really an essential engineer.

I prefer the basic game. Everything feels better balanced to me. So I avoid Engineers.

Yep, definitely worth it. As you mention, the Meta alloys can be purchased in system. Thrusters & FSD are must haves in my opinion, very easy to unlock. I was under the impression outfitting is available at Farseer, even if you don't unlock the engineer upgrades

Thrusters I see your point, I keep my thrusters stock for combat with NPC's, enhanced thrusters are only useful for racing. FSD I don't understand, there is no balance, an upgrade just makes life easier for you, NPC's don't use FSD's in the classical sense, they will spawn at your location 40LY away, even if they are flying a stock Eagle.

I may be mistaken, I know the commodities aren't unlocked until you fully unlock the engineer. But again, if you're not into engineering, you should still get Farseer. The mods she does have very little downsides and push the fun factor way up. Just being able to run a combat loaded FAS with a 20ly jump range really opens the game up. A 28ly combat loaded DBS is awesome and my 50ly DBX is great to get somewhere quickly.

On my second account I bought a Dropship, Felicity made this ship viable and useful. I don't have the cash for a Python yet so this is my multi-purpose ship for mining, cargo, mission running and combat as well as mat hunting. Without that G5 FSD and DD3's she would be a hanger queen.

You could try the method to get Corrosion Resistant cargo racks from Palin (or try with Farseer instead), as it lets you access outfitting, so presumably you could also buy EPTs.

There is no "partial" access to an Engineer. Once you have satisfied both of the requirements to get an Engineer to modify your modules, the Engineer will modify your modules. If you have not completed both requirements they will not modify any of your ship's modules.

Once you have accomplished whatever primary goal is necessary to access an Engineer, in the case of Felicity Farseer I believe that is reaching Scout exploration RANK you will need to accomplish another, secondary goal in order to unlock the Engineer so they will work on your ship. Again, in the case of Felicity Farseer this mission is the delivery of a single unit of meta-alloy.

The same is true for all Engineers. One mission/job/goal to gain access to the Engineer, then another to unlock the Engineer. Once you have completed the two goals the Engineer will modify any module on your ship that they specialize in, provided you can supply them with the materials and/or data they need to perform each modification. o7

If all you want to do is buy enhanced performance thrusters, you just need Scout exploration rank to access Farseer. I fit an enhanced discovery scanner on my Eagle and earned Scout rank on the way there. If you want to do engineering, then you will have to bring her a present.

But OP is asking about buying Enhanced Performance Thrusters, not engineering anything. Therefore they only need access to the Outfitting section of the base, and not the engineering section.

Hence the *cough* workaround to enter the base's Outfitting section (while engineering is still locked off) should work.
