PvP Enjoying open with some new friends and then this-

Participating in my first CG event today. Found a nearby system in which to collect some bounties. Some other guys were already there so we decide to wing up instead of compete for the bounties. Our wing was 2 vetts and a conda with SLFs - we make a force to be reckoned with. This other cmdr shows up in a vulture; doesn't say a word or respond to our hails. Instead he starts sniping our kills. Soon this escalates to the point where he is taking shots at us. But somehow he doesn't become wanted. His triangle turns red on the radar, but his status stays clean on the scanner. How does he do that? We can't return fire because I'm sure that will make us wanted based on C&P rules. I think the weapon he used is plasma accelerator: purple globe that wizzes past. That might have something to do with this tactic. Aim beyond the victim and if the round connects then it doesn't count as an attack? Rather than take the bait we called it a day.

I was in the same Haz zone(meteh) winged up, when my wing mate started fighting with said vulture. My wing mate fled due to his wanted status. I started taking fire and engaged. The vulture fled when his shields went down. Because I engaged I had a bounty. Im not sure why he showed up red.

He shows up red because he has attacked you. That has nothing to do with his wanted status.
There are only five reasons I can think of that will cause a cmdr to not become wanted when attacking another cmdr:
1. The attacked cmdr does not have crimes set to ON
2. The attacked cmdr is pledged to a different Power than the current system, while the attacker is pledged to the in-system Power. The Attacked cmdr should then appear as Hostile while in that system
3. The attacked cmdr is already wanted, either in the system or on another system and has been KWScanned
4. The system is Anarchy
5. The attacker and attacked are on different sides in a CZ

Unless I've missed something and the above doesn't apply, it sounds like a bug/exploit. Video showing the encounters would be nice.

All of that sounds logical, but Meteh is not anarchy and i don't participate in PP. What about intentionally firing past a target to hit him with "untargeted" fire?

I don't think it could be that. Hitting an untargeted ship is an assault and (once above modest forgiveness threshold) incurs an assault (/murder) bounty. It would be pretty easy to gank innocents legally with stacked rails, otherwise.

It's for this reason that if a ship (Cmdr or NPC) flies in front of your guns in CZ or RES, so that you hit them untargeted, you can get into hot water...

Thanks that makes sense. I don't know how he did it.

One interesting thing I noticed about the CG is most of the participants are fairly new to the game (the ones that talk to me and want to wing up). I'm flying around in a fully A-rated G5 engineered vett and I feel like king of the hill. The exceptions to that are the murder hobos that prey on the noobs participating in the CG. Just a few minutes ago, we were BH'ing in the haz res and this guy pops in and starts attacking us with his FGS murder boat. He kills 2 guys in my wing rather quickly and then it turns into a slug-fest between me and him. He finally gives up after my scramble beams send him spinning and his hull goes down to 20%, but that was after 5 minutes of jousting.
 
Did the offending Vulture shoot one of your wing and not you, and due to PowerPlay rules, not become Wanted?

That would explain why they turned red for you mayhap?
