In order to be a Mercenary and/or Law Enforcer, commanders who graduated from the Pilot's Federation Agency must be able to enlist. They can enlist in the Navy and/or Marshal agencies to qualify and take on Mercenary and/or law enforcement jobs offered by reps in the mission board. Private Protection Agents and Bounty Hunters aren't military nor law enforcers, but can be auxiliaries of Defense or Criminal Justice agents respectively.
Is it possible for civilian commanders to enlist and be a Mercenary and/or Law Enforcer? Enlisting in a government listed in the map can be the same as pledging a leader listed in the Galactic Power.
