You can definitely have 2 Cmdrs, one on Steam and one on Epic. But you do need separate ED accounts for each one, and I would suggest different emails in order to keep things tidier as well. In fact you can have as many Cmdrs as you want this way. If you really want to go all the way you can create a different Windows user for each as well - this will keep the two Cmdr's files separated as well.
What I don't think you will be able to do is play your Epic Cmdr through Steam and vice versa since the Stem/Epic accounts are linked to a unique ED account.
Whilst it is possible to use most of the same game files by using linked folders in the end I found it to be too much trouble when updates happened and found it much easier to have a Steam install and an Epic install.

Yes, this is fairly simple. Purchase the game on steam, launch it and when it prompts you to either create a new frontier account or use an existing one, choose the existing option and use the same frontier account details that you used for the Epic copy. All your progress will be exactly the same.
Not through steam because your steam account can only be linked to one frontier account. But once you've linked the existing account to steam you can send a request to support to unlink your epic account, and create a new frontier account/cmdr using the epic copy of the game.
You can have more than one Steam account.
I did this, when i install Steam version and launch for first time, y link Frontier with Steam, seems to be good but...
In Odyssey i create the Comander face, hair... and in the end, ask me for a new nick!!! i can´t use my Comander.
It should be my old comander as i link the Frontier account when i launch for first time.
Maybe is because i don´t unlink Frontier from Epic? How i do this?

I just Unlink my Epic from Frontier and also unlink Frontier in Epic Client.

My nick is ok in the launcher, but when i go to main menu in the game, theres not my old comander. It´s empty.

My Steam email is different from all of my Frontier emails. They do not have to be the same.
You link your Steam account to your Frontier account through Steam, not through Frontier. You only use Frontier's site to un-link.
There is no reason to un-link via Epic. Steam doesn't even offer that option. If Epic gives the option to un-link, that might also wipe your commander (like it apparently does on PS4). I wouldn't use it.
Close Steam completely, then un-link Steam/Epic via Frontier. After that is done, start Steam, and launch the game from there. It should ask you to login to your Frontier account. Once you've completed the login and verification code process, your accounts will be properly linked. Your current commander should be there, provided you didn't accidentally clear it. If it's still not there, contact Frontier Support.

The part I highlighted wasn't necessary. That may have deleted your commander from Frontier's server. It's time to contact Frontier support.
