Equipment Ratings (Specifically these and similar)

This has probably been addressed already, so I apologize in advance if it has. (searching just gave a definition on ratings which didn't really provide an answer to my question, though I may have missed it)

Came across this as I was checking out the various things I can put on my newly bought T6.



While I'm not going to put a warrant scanner on my trader, I found the two items and their ratings confusing.

My question; why is the one that's drawing more power (which just going from the information provided seems detrimental) rated higher, while providing no other apparent benefits? Is the rating itself carrying some unmentioned bonus, i.e A beats B simply because its A, some invisible attribute that isn't being mentioned?
 
The performance specs do look identical apart from the one costing nearly three times the price takes twice the power. I am wondering if this is an error and the range/scantime of one of them has not been updated. Might be worth ticketing.

Only other explanation I can think of is availability. Is it possible the more expensive power hungry version is more readily available. Though if that was the case then the rating should be the other way round I suppose. There could be some brand snobbery involved of course. :)
 
The ranges are actually different, the display only rounds it to full kilometers. The more expensive one should have about half a kilometer more range than the cheaper one.

Some bits of equipment draw different amounts of power at different grades, even though it doesn't show in the item description (eg. fuel scoops), but you can see the difference in your ship status. Same with performance, there's a big difference between the truly awful E1 scoop and say an A2, but thete's no in game stats to show it.

Thrusters are another example, better thrusters give faster speed, but you have to equip them and see for yourself.

I wish they'd give hard numbers for weapons instead of two bars + arrow up or down.
