Escaping to an Anarchy system - a bad idea

Yesterday, I experienced Open mode for the first time and went to Eravate in my A-rated Vulture to see what all the fuss was about. Sure enough, I saw more noobs than you can shake a stick at, I mean, shake a laser at. I took pity on them and attacked none of them. As others have reported, graphics were somewhat glitched. And I found it IMPOSSIBLE to dock because Cleve Dock and Russell Ring both had my coordinates reversed on the forward axis. In other words, it thought I was trying to land backwards. Anyway, I spent the evening as a bounty hunter and chased an NPC pirate to an Anarchy system (thank you Wake Scanner!). After dispatching the pirate and re-entering supercruise, a noob commander pops into the system. Hmmm, no penalty for attacking a ship! Should I or shouldn't I? So, I interdicted him and used KWS. Darn, no bounty. I told the commander "No bounty, you're free to go". He said "Thanks, I'm a noob. This is escape vector." I said "Don't worry. I don't attack ships with no bounty or even a small bounty." Before he left, I swear I saw his ship move a little as though he was shaking in his boots while holding onto the flight stick. After he left, I thought about him using this Anarchy system as an escape vector. That is a bad idea because anyone can then attack with impunity. My advice to pilots - get to know the systems in your immediate vicinity so that you can escape to a secure system, not an Anarchy system.
