This Engineer requires 25 occupied escape pods to unlock. I have visited the Banner class cargo ship to obtain these but upon scanning said vessel with Data Link scanner I cannot target either of the Escape Hatch’s. I have looked under the contacts panel it’s not shown there and manual targeting doesn’t work either.....Is this Broken and if so where else may I obtain the occupied escape pods Innand around the Colonia regions. Thanks

Don't nail me on it, for it's been some time, but IIRC you have to open the escape hatches with...hatchbreaker limpets.

The Escape Hatch cannot be selected in wherein lie’s my problem, neither manually by Pressing A on controller whilst I’m sat right in front of it nor does it show under contacts like the rest of the cargo hatch’s. This is after scanning the cargo ship with datalink scanner the escape hatch just cannot be selected.
You'll need hatch breaker limpets anyway. I think the process is scan ship with data scanner, select limpet controller & target the escape hatch revealed with a hatchbreaker limpet. It will open it and the pods will pop out. Collect them either manually or with a collector limpet.
I only used hatch breaker limpets on a single event in the Pleiades for a CG, so it's not my daily routine, but I remember having similar problems at first.

I just robbed the survey vessel so i’ll Go back to banner class n try again
No the escape hatch can definitely not be targeted. 
Is this the one at Luchtaine A1?

The Banner Class has moved to Colonia. No vessels in luchtaine near a1 now
Hmm. Are you sure? I didn't think the wrecked one moved, I thought the distress POI for this was (intentionally) permanent.

All the distress ones there are Wolly’s With no fuel or requiring repairs
You are correct - which is why this is on the list of known issues being fixed in Patch 9 next week ...
You might be able to buy some from a Carrier.
Try to search Inara or wait for patch 9 which should happen next week
