Well... when you add plus one to the preparation/expansion/fortification/undermining of any system, which are the actions in Powerplay, it has a direct and visible-to-all-players effect on the balance of galactic power.

It may not be a very big effect, but it's definitely there, and it's definitely visible to everyone.
