Every single ship in the game comes up Clean, even the ones who interdict me and are shooting me. I cannot get bounties but i also don't get Wanted.

If you're flying in anarchy systems, get a Kill Warrant Scanner and start scanning ships. You'll be collecting bounties soon enough.

I guess i was. Even if shoot at you and try to pirate you? I guess i won't bother with Anarchy systems. Is there any point to them?
Yes the point is you can hunt without the risk of getting wanted yourself.
All you need is the KWS and to scan before you attack. Also it allows you win the bounties for all systems that have them on the target so the payouts can be higher, though you do have to go to the systems and claim the bounties in person from the faction that issued them.

You don't get bounties against you for killing randoms in anarchy systems.
Use a Kill warrant scanner to find out dirt on randoms to get bounties against others.
anarchy's is true freedom since there is no governing body, Or the government chooses an anarchistic type set.
There is a LOT of point to them, they are the frontier, The backwater.
The major advantage is you don't get wanted just because some stupid ship got in your line of fire.
