Engineers Exceptional Scrambled Emission Data = The new impossible to find Mat!

Can someone at FDev please explain to me why I have to spend about two weeks to find just 2 of the (apparently!) very common Exceptional Scrambled Emission Data!
So far I have discovered they can only be found by scanning private data becons in degraded emissions signal sources..... However, only about 1 in 10 has a private data becon and you'll have to scan at least six to find one with a ESED in it! That means spending hours and hours of needless time wasted searching SIXTY degraded emissions for a measly ONE ESED!!!
I sorry to say, but I think it's really unfair to make people have to spend that much of their time for something! Could you not consider placing the said ESED's into Encoded emissions instead?

I've probably scanned thousands of ships and I'm pretty sure you don't get them from there, as for missions.... lol

Well I've only scanned about three private data beacons in the entire time I've played and I have a decent amount of them so they clearly came from somewhere. As far as I know, ship scans are that somewhere. I know for a fact I've never actively sought them out which means they came from something I 'just do' during normal gameplay.
 
Ive got a few. Dont quite know where i got them. Think i saw them as mission reward at lembava (high tech)

You can have it only by missions but since 2.2 I can't find any material except a lot of Biotech Conductors..

Still got lots of scrambled data as mission rewards or scanning. More then I need.

Definitely not ship scanning.... probably from mission rewards. Also, how many do you have?

I flushed a load of data the other night including some of them, just saved these 10. (Need to clear that eccentric hyperspace crap out too actually, my data and materials stores are a disgrace :D)

I'm telling you 100% the bulk of them came from ship scans. I don't usually focus on materials and data rewards from missions unless I'm trying to get specific engineer components such as modular terminals, cooling hoses etc and I've literally never taken a mission because it was offering a specific data reward. I've never needed to. Whether 2.2 has borked the chance of getting them is probably open to some debate, perhaps worth your while doing a bug report if you don't seem to be getting any at all?

Engineers is the reason I stopped playing Elite, not enough time to grind that hard baby.

Feel for Your pain. I am still getting tons of them. All coming from random ships scanning (as I approach stations). Nothing else.

Got any proof ? I'm looking for them also, got loads of them from ship scans before 2.2, but after - they just don't drop from ship scans. And it looks, that after the patch they just removed them from ship scan drop list.
I scanned lots of them, i mean LOTS - got every single crap that could possibly drop, even the rarest ones, but no ESED. As many other people i talked to, who are seraching for them too.
I just don't believe, that i scanned 1000 ships and got zero (and i'm not the only one), and you scan randomly a couple near the station and got tons.

Hey Guys.....
I have since discovered you can now get them from scanning satellites in "Encoded Emissions" near Earth type planets... I managed to find two of them in about two hours.
 
Currently trying to find some of these myself to rank up a bit with the Dweller doing laser modifications. I tried ship scanning in a number of locations (near stations, distribution centres, combat zone) but no dice (scanned probably 150 ships give or take), then decided to try hanging around a populated ELW to try the encoded emissions signal source, spent about 40 minutes around HIP 80243 2 and despite getting a number of degraded emission and combat aftermath, both types with some nice materials, not a single encoded emission signal with a satellite. The system was in BOOM state, maybe that's actually a bad thing for getting these to spawn? Anyways, trying another ELW but not tonight. Out of time for tonight.

We're certain these aren't from wake scans but from ship scanning, missions or signal sources in 2.2?

Really starting to bug me these are so hard to find, I'm trying to be creative and enjoy the process but it's starting to irk me!
 
They are pretty hard to come by, true... luckily they are only needed for some grade 3 mods, so basically nobody needs them anyway.
 
Finally gave up looking after spending another 90 minutes orbiting an ELW tonight which did yield a couple satellites but no exceptional scrambled emissions. I then randomly found some a few minutes later at a private data beacon in an encoded emission signal in a shipping lane while doing some other unrelated tasks. That's how it goes I guess.
 
Apologies for the necro, but this is still a thing. The description says they come from ship scanning, but standard scans don't seem to collect them. I wonder if it's not through manifest or kill warrant scans. As Bortas says, they're not strictly necessary, but it annoyed me last night as I don't have the other mats for a G4/5 upgrade, and I want to find a way to obtain them.
