I’m trying to break one faction into the Pleiades (legacy) that is located in one of the support systems. The distance between star systems is around 25-35 ly. Is there anyway possible to expand beyond 20 ly?

An expansion that doesn't reach an inhabited system is "stored". If you try another expansion after that, it'll have a range of 30Ly.
And the expansion range is defined by a cube rather than a sphere, so 20 LY is "all three differences in X, Y and Z are <= 20 LY" not "the system is <= 20 LY away". So the maximum expansion range in a diagonal direction can be up to ~34 LY straight line distance (and almost ~50 LY with the second attempt extended range)
