Expansion Source Process Has Changed

The method for choosing the system to expand FROM seems have changed:

Last Cycle we had System A and B both over 75%
Expansion went Pending from System A
Expansion fails with no free slots within +-20 (Previous expansion was a success so it was not an Extended attempt)

This Cycle we had System A and B both over 75%
Expansion Pending from System B

The "mainly fixed but apparently random" process seems to be out of the windows without so much as sniff of a Patch Note.

Coincidentally: On the 1st Cycle System A happened to be our highest Inf that was not on the naughty list. However, on the 2nd, neither are highest, so thats not the change.

Have looked at my Historical Priority Data (Only have very old and very new data, the rest has been lost and/or we didnt bother)
System B has been over 75% for many years, but has never been expanded from before. In the early days, at least 4 systems were higher priority, so it is not a big hitter priority wise.
In the intervening years, we have added a few systems and currently have a total of 11 systems over 75% (3 of which are suspected to be on the naughty list), which would imply the reverse.

It is historically recorded as being lower priority than 2 other candidates that could have expanded, I see no other evidence that they too have made the naughty list
 
System A currently has ZERO candidate targets, but the process isnt supposed to bother working that out till the end of the expansion
